ECO4 scheme

The Energy Company Obligation scheme (ECO) is a government energy efficiency scheme that requires suppliers to improve energy efficiency in the UK to tackle fuel poverty and help reduce carbon emissions. The ECO4 Scheme is the final phase of the ongoing government-initiated Scheme. Under ECO, medium and larger energy suppliers fund the installation of energy efficiency measures in UK households. The government aims to reach more people during this final stage, which will continue until 31st March 2026.

Each obligated supplier has an overall target based on its share of the domestic energy market. The obligated energy suppliers work with installers to introduce certain energy efficiency measures into your home, such as loft or wall insulation or heating measures. They can choose what energy-saving measures they want to install, how much funding they provide and the installer that does the work.

Eligibility:

  • You must own your own home or have the permission of your landlord. This rule applies even if a social housing provider or management company owns the property you live in. While the focus will be primarily on owner-occupied homes, this new phase of the grant will also support inefficient social housing and privately rented housing (if the landlord permits it), and
  • Where applicable, you will need to receive at least one of the following benefits and satisfy the relevant income requirements.
  • Child Benefit
  • Pension Guarantee Credit
  • Income-related Employment and Support Allowance (ESA)
  • Income-based Jobseeker’s Allowance (JSA)
  • Income support
  • Tax Credits (Child Tax credits and Working Tax Credits)
  • Universal Credit
  • Housing benefit
  • Pension credit saving credit.
  • Warm Home Discount in the ‘Core group’.
  • Social housing with an EPC rating of E or lower 
  • Department of Work and Pension (DWP) benefits

ECO4 Flex scheme

The flexible approach to identifying eligible households exists to target low-income households who are unlikely to receive the Scheme’s standard approach to fulfilling eligibility. This approach is available for LAs, and Devolved Administrations (DAs), under the ECO4 Scheme. 

ECO4 Flex is a household referral mechanism within the wider ECO4 Scheme. It enables Councils to widen the eligibility criteria for ECO, allowing them to tailor energy efficiency schemes to their respective sector. For example, under ECO4 Flex, a participating LA can refer to private tenure households that consider living in fuel poverty or on a low income and vulnerable to the effects of living in a cold home. 

Eligibility:

If you live in a private home (rented or owned) with an EPC rating of D or below and have a combined household income of £31,000 or less, you will likely be eligible for this Scheme.

Even if you don’t meet these criteria but are living in a private home with a low energy efficiency rating, you may still be eligible for funding if:

  • You or a household member’s medical condition makes you more vulnerable to cold
  • You are over 65, or a family member is under 5 or over 65
  • a member of your household receives Council Tax Support
  • a member of your household receives free school meals due to low income
  • You have been referred to the Scheme by the council or by Citizen’s Advice after being identified as struggling to pay your utility bills.

ECO+ scheme

The ECO+ Scheme will run from spring 2023 for up to 3 years. It extends that support even further to hundreds of thousands of households who could receive new insulation measures for their home but are not currently eligible for support under existing government-backed schemes.

Eligibility:

Since ECO+ is still in the consultation phase, there’s limited information about the eligibility requirements. However, the government has stated that ECO+ will build on the infrastructure of the existing ECO4 Scheme, which means it should have the same scoring framework and eligibility threshold.

For context, the ECO4 Scheme aims to support the country’s least energy-efficient homes, focusing on low-income and vulnerable households. Here are the eligibility requirements for ECO4:

  • Income-based Jobseekers Allowance (JSA)
  • Income-related Employment & Support Allowance (ESA)
  • Income Support (IS)
  • Pension Credit Guarantee
  • Credit Working Tax Credit (WTC)
  • Child Tax Credits (CTC)
  • Universal Credit (UC)
  • Housing Benefit
  • Pension Credit Savings Credit

However, unlike ECO4, ECO+ is also branching out to support households that don’t come under the low-income bracket. ECO+ will support all homes in council tax bands A-D in England, A-E in Scotland, and A-C in Wales – but only if they have an EPC of D or below.

ECO+ funding is also available to landlords – provided the tenants meet certain criteria, such as earning a low income and living in a property with an EPC-rating D or below.
